Rating the Towns 2009: Cities 15,000-25,000

There's something to be said for being just a little off the beaten path, especially when it comes to crime. The top three finishers in the Crime category-Ridgefield, Wilton and Simsbury-are just a little tough to get to, and away from, putting them on the criminals' hard-to-do list. Ridgefield's .45 crimes per 1,000 residents is almost microscopic compared with Windham's 12.63 or, for that matter, Hartford's 41.01. Several of towns shifted position in the Top 10 (Avon, Simsbury and Madison each moved up a spot) but no new names joined that elite group.

Elsewhere, Bethel moved up three positions thanks to a better crime rate, North Haven dropped from No. 21 to No. 24 following worse scores in Education, Crime and Economy, and the high unemployment rates of the Naugatuck Valley had much to do with Ansonia and Seymour's pairing at the bottom of the list.
